Well, for one thing, you are not calling WaitForSingleObject() correctly.
Here is your earlier posted code:

    dwStatus = WaitForSingleObject( &FChangeHandle, 2000 );

It should be this instead:

    dwStatus = WaitForSingleObject( FChangeHandle, 2000 );
