A simple way to move a captionless form by clicking anywhere in the form, is
to handle the OnMouseDown event of the form like this:

void __fastcall TForm1::FormMouseDown (TObject *Sender, TMouseButton Button,
TShiftState Shift, int X, int Y)
{
    // Check if left mouse button pressed and form not maximized.
    if (Button == mbLeft && WindowState != wsMaximized)
    {
        // Release mouse capture.
        ReleaseCapture();

        // Simulate a click on 'Move' item in the form's system menu.
        Perform(WM_SYSCOMMAND, SC_MOUSEMOVE, 0);
    }
}
