You must be a BDN member (which is free if you have a registered
copy of BCB, if I'm correct).

First navigate to http://qc.borland.com/wc/wc.exe/, you will be redirected
to a login page. Click on the New User button to go to the
New Community Member Information page and fill in the form.

Once you have the login data to BDN and Quality Central, you may use
either the web interface or the Windows client.

I use the Windows client, so here is some help for it:
-  From the main menu, choose View | Options | User Information and
enter your first name, last name, email, and password. Then choose File
| Logon... You must do this only once.

- Once the client is online, choose Reports | Goto Report, enter 1403
and click OK.

Report Description is as follows:
"Creating threads using VCL TThread leaks memory after thrd-exit"
