This is by design.

If you're writing directly to hardware, then you'll find that Windows NT
(which includes Windows 2000 (NT5) and XP (NT5.1)) do not allow it.

The concept behind Windows 95 (includes 89 and ME) did not include
memory and hardware protection. The result was that a bad process (could
be a bug, could be a virus) could do all sorts of nasty things without
the OS being able to protect the PC. Also, with things like parallel and
serial ports, there was little to prevent two different processes trying
to write to the same port, corrupting both outputs.

With NT, this isn't the case. Only code that's running at kernel level
can do so, thereby making it much more stable.

To write directly to the RS232 ports, you will need to write a device
driver, or use an existing one.
