If you read the Win32 API documentation on how to make services in general,
you will see that the requirements are very clearly outlined.

When you call SetServiceStatus(), you are supposed to specify the
notifications that your service can accept.  In this case, you need to
specify the SERVICE_ACCEPT_STOP and SERVICE_ACCEPT_SHUTDOWN flags in the
dwControlsAccepted member of the SERVICE_STATUS structure.
