What SQL product are you trying to write for?
MSDN only gives hits for ASP.NET but the entries don't look like they
pertain to your problem.
Is this a VCL question? If so, better answers could be found in one of
the VCL or Database groups.

In general,
Search your computer for all dll and lib files that contain the
external you are looking for.  If you don't have one hit, then you
probably don't have what you need. (Get it from wherever you got the
headers.)
When you find a dll, look for a matching lib file.  If you don't find
a matching lib, create on from the dll using IMPLIB.
Once you have a lib, link it with your application.
Sometimes the libs just don't work and you need to use dynamic
(runtime) linking to the dll.
