That is partly because there are multiple help files, and some things are in
one help file but not the others.  You need to understand what you are
actually looking for so that you can understand which help file to actually
look in.

Via the Win32 API, look at CreateDirectory/Ex()

Via the VCL, look at CreateDir() and ForceDirectories().

Yes, it does.  But it is not an API function.  It is a VCL function.
