Yes, but there may be a few differences:

1. I compiled with VC6.0
2. Optimizations were ON (release build)

So here are a few more tests, from fastest to slowest:

Compilier EXE Type Filetime TickCount
VC6 Release 9.57664e-009 1.2334e-008
BCB5 Release 1.12305e-08 1.46778e-08
CBX-BCB6 Release 1.12333e-08 1.45493e-08
CBX-BCB6 Debug 1.28368e-08 1.39962e-08
BCB5 Debug 1.34458e-08 1.45493e-08
VC6 Debug 4.1536e-008 4.48549e-008

So, that's just the results on my machine. I'm sure the speed is effected by
the processor, compiler, and OS version.

Even more interesting to me is that your timestamp periods alternated
between 40 and 50 milliseconds. On my machine each period is 10
milliseconds.
I know that on a single processor WinNT/Win2k machine, the windows clock
updates every 10 milliseconds (like I was seeing). On a multiprocessor
WinNT/Win2k machine, the clock updates every 15 milliseconds.
What OS version are you running?
