How can I require a user to run a given program the moment he ogs on?

Here is what I want to do. I have created a little program to help kids
practice their multiplication and division skills. I want to add a test
module and then support a parent or teacher's efforts if they, for example,
restrict computer use based on whether or not the student passes a specified
test. I know I can have the program included in the Startup folder (on W2K
I see a menu item "Startup" where programs that are to run at startup are
listed), and that I can call ExitWindowsEx, using EWX_FORCE as the first
argument (this is for a kid's login and so the use of EWX_FORCE should carry
a minimum of risk), to log the kid off if he or she fails the test. But
what I don't know, yet, is how to open the program modally, so the kid can't
just bypass the test by minimizing the program or selecting some other
program from the menu or desktop. What ought to happen in this context is
that the kid either keeps practicing his math or stops using the computer.

The "drill" or practice portion of the program is complete and working very
well. I still need to design the "test" module, and figure out the above
problem.

Any ideas?

Thanks,

Ted
