CreateProcess() has nothing to do with the spawned process's memory usage.
Each process is responsible for its own memory.

That is because there isn't any.  The PE header of the spawned executable,
as created by the compiler used to generate the executable, contains the
memory size inside the executable itself.  The OS allocates the specified
amount of memory when needed while the executable is actually running.
