CreateDir() simple calls CreateDirectory(), which does not change the last
error unless an error actually occurs.  A lot of functions don't change the
last error when they are successful.  That is why it is called the "last"
error - it is the last occuring error in the calling thread.

No, it should not.  If successful, it leave the previous last error
untouched.
