That function is supplied by the Windows DLL CredUI.DLL.  To link your
program there must be a reference to the function which provides information
that the linker can place into the EXE.  The common way to do that is to
implicitly link to the DLL by including an import library for the DLL in the
project.

The implib.exe is the tool provided with the compiler which can be used to
create an import library.  A typical command line to use it might be:

  implib  -c  credui.LIB  c:\winnt\system32\credui.DLL
  (this assumes the current directory is the compiler's LIB directory)

After creating the library add it to the project.
