I would think that what they are calling RLSD is the CD line (Carrier
Detect).  CD goes away when the modem hangs up. CTS and DSR are almost
always up (they can fluctuate) as long as the modem has power (you
need to be able to talk to the modem off-line).

DSR DataSetReady means the modem has power.
CTS ClearToSend means the modem is ready to listen to you (not busy
reseting or processing the last batch of data you sent it, so can't
take any more right now).
RING is.well, Ring, the phone is ringing (incoming call).
That leaves RLSD for "A connection (to another modem) has been
established".
