Really Windows::PACCESS_MASK and PACCESS_MASK it is the same 
type. You can find in Winnt.H that:
typedef DWORD ACCESS_MASK;
typedef ACCESS_MASK *PACCESS_MASK;

But C++ Builder when resolve ref. to this type find two 
path to type definition.
Exist some way to solve it:
for example if you use aclapi.h in unit1.cpp you can 
try to put include directly in unit1.cpp (if you do not 
ref. aclapi.h in unit1.h) before #include <vcl.h>.

Or you can point PACCESS_MASK type more exactly in aclapi.h.
For this find all errors with PACCESS_MASK in aclapi.h and 
change PACCESS_MASK on ::PACCESS_MASK or Windows::PACCESS_MASK.
C++ Builder will know where it must find definition of type.
