Sorry for the delayed response...

Here is the switch I am modifying
[HKEY_CURRENT_USER\Control Panel\Desktop]
"ActiveWndTrkTimeout"=dword:00000000
"UserPreferencesMask"=hex:9e,3e,07,80

This allows windows to become active on mouseover....
