If you place your dll in your application folder, you don't have to 
change the PATH environment variable.
How do you call your Dll from your application? Using LoadLibrary()? 
LoadLibarary() returns NULL if it can't find the Dll. Do you check the 
value returned by LoadLibrary()? What does report GetLastError()?
You don't tell us enough.
