Then you are out of luck with what you are asking.  There are no other
official places to place data globally for all users to access.  Without the
admin altering system permissions first, that is.  I find it very odd that
CSIDL_COMMON_APPDATA would be restricted, since that is where Microsoft
wants applications to put shared data to begin with.
