Does TStream load Data (<1MB) to RAM?

I'm using TJPEGImage and LoadFromFile is called from a TThread. At the same 
time, I'm using TTimer to draw the screen. It's happening, when the image 
is huge then the TTimer delays.
Can I use TFileStream to load the file in small portions (between the timer 
events) and then use TJPEGImage::LoadFromStream to load the image?
Will this make a difference in the speed?
