Then what you ask for is simply not doable as you describe it.  Registry
security won't allow it without admin intervention to set up permissions.
You will probably just have to use a file instead.

Why exactly do you need this in the first place?

HKEY_CLASSES_ROOT, although I do not recommend that you use it for
application settings that do not apply to the system itself, since that is
what HKCR is meant for.
