One way would be to set two hooks, one for keyboard, one for mouse,
using  SetWindowsHookEx().

The hooks would simply read and store the time, then pass the
hook data to the default handler.
When you want to know how long, just compare the current time
with the last hook time.

Depending on what you actually want, another method might be
found by looking in the help for "Idle Triggers"
