Makes sense because windows would clip that drawing in the
first place.

Try using TWinControl::PaintTo method. Something like:

    Bmp->Canvas->Lock();
    Chart->PaintTo( Bmp->Canvas->Handle, 0, 0 );
    Bmp->Canvas->Unlock();
