There is a known version conflict in the RAS headers. You need to
temporarily redefine WINVER when including the RAS headers, ie:

    #define OLDWINVER WINVER
    #undef WINVER
    #define WINVER 0x400

    #include <ras.h>
    // include any other RAS headers you need...

    #undef WINVER
    #define WINVER OLDWINVER
    #undef OLDWINVER
