You've asked a question about standard C, but since this answer
depends on the machine where the code runs, you are probably in the
right place if you're using C++ Builder.  There have been many posts
here about finer resolution timers.  Before you write any more code
for a Windows machine, you should look at the search site in my
signature.  Start with "high resolution timer".  Many users have
reported some success with Windows Multimedia timers and separate
threads, but others report that Windows does not multitask reliably
enough for precise timing.  It depends on why you need the resolution.

I doubt that you will get a *specific* answer to your question,
because it depends on the internals of the Borland compiler. But
honestly, even if you get a good C Standard answer, there is no
assurance that Windows will deliver what you need.
