How to prevent scrollbar scrolling

Hi all
I want to prevent scrollbar scrolling,
for example:
1. create a form first
2. put a TPanel on the form and set the Align(alBottom).
3. put a TMemo on the form, Left = 0; Top = 0;
   and Paste some text in it.
4. put a focusable control on the Panel(i.e. TEdit)

if the height of Memo is more than the form,
the scrollbar(Form) will appear automatically by default.

if I scroll the scrollbar to the bottom
and change focus from TEdit(On the Panel) to TMemo(On the form),
the scrollbar of the form will scroll to the top
and some text will be selected automatically.

I just want to prevent the scrollbar scrolling.
but I don't want to add the scrollbar for the TMemo.
