If I understood correctly you have a Memo embedded into a form.
Because the Memo does not completely fit into the Form, the Form's
scrollbars (or at least one of them) will appear and they will automatically
scroll down to certain position. You want the Scrollbar to be visible but
you want their positions to be 0. If this is correct, then this is what you
can
do

   VertScrollBar->Position = 0;
   HorzScrollBar->Position = 0;
