Look in help for "Locales". It tells you to use  GetLocaleInfo() using
an LCTYPE.  Look for LCTYPE and you get a page telling you that
LOCALE_STIME is the LCTYPE you want.  That page also tells you the
registry keys that the info is stored under. But you should be able to
use GetLocaleInfo() to retrieve the data.
