No.  But the important question is "Does it work?"
Try it and find out.
Oh, and check return values for everything, too. You can use the
ErrorBox routine I posted earlier to show the English version of
GetLastError(), Something like 
ErrorBoxCancel(GetLastError(),"GetPrinter");

This that you posted doesn't sound like what's in the vcl help, and
the compiler is agreeing with the vcl help, not what you posted:

Don't know where you got that, but it sounds like it's all wrong. So I
now suspect it won't work that way.  I don't have vcl, and never used
it.  All I can suggest if you really want to use it, is to use the
debugger to see exactly what it returns for ADeviceMode. Dump the
memory pointed to by the contents of ADeviceMode, and see if it looks
like a DEVMODE structure.

If it fails, fall back to my original suggestion (this *is* the API
group after all).

I think there's some way to get the proper printer handle out of
TPrinter.
