Yes. In the case of Outlook, I look in the following keys (might be
slightly outdated, I haven't updated the code in years):

    WinNT/2K/XP:
        HKEY_CURRENT_USER\Software\Microsoft\Windows
NT\CurrentVersion\Windows Messaging Subsystem\Profiles

    Win9x/Me:
        HKEY_CURRENT_USER\Software\Microsoft\Windows Messaging
Subsystem\Profiles

In both cases, the profile name is stored in the "DefaultProfile" value.

Asside from setting the UIParam to the Application->Handle and specifying a
profile name, that is the same as my code otherwise.

Since you did not mention what kind of content you are actually trying to
send, have a look at some of these articles:

OL2002: How Outlook 2002 Protects You From Viruses Contained in HTML
Messages
    http://support.microsoft.com/default.aspx?scid=kb;en-us;295957

OL2002: Macro Security Level Set to High by Default
    http://support.microsoft.com/default.aspx?scid=kb;en-us;295955

OFF2000: Using 'Send To' to Send E-mail Prompts After You Apply Outlook
E-Mail Security Update
    http://support.microsoft.com/default.aspx?scid=kb;EN-US;263074

OL2000: Developer Information About the Outlook E-mail Security Update
    http://support.microsoft.com/default.aspx?scid=kb;EN-US;262701

This last one is particularly important. It appears that the Security Path
altered the way MapiSendMail() works under Outlook such that it only
recognizes MAPI_DIALOG and prompts the user when any other flag is specified
instead. Sounds like what is happening with your situation.
