The original Internet Explorer icon that is placed on the Desktop is not a
standard shortcut, there is no filename associated with it.  That is why you
cannot resolve it correctly.  I told you earlier that not all items would be
standard shortcuts to begin with.

If you right-click on the original Desktop link for IE and go to Properties,
you will see that it brings up the IE Configuration dialog, not the standard
shortcut Properties dialog.  That is your first clue that the original link
is not a standard shortcut.  It is actually a Shell Extension that IE
installed for itself.

Second, following the steps you describe, if you were to create such a
shortcut from the original link, and then look at the Properties, you would
see that the Target field for the shortcut is set to simply "Internet
Explorer" and is also greyed out.  That is your second clue that the
shortcut does not point to an actual filename at all, thus IShellLink will
not resolve a filename from it.
