Yes (see details at the end). This was for Win2K/XP driver (not for 
Win9x). Inexperienced person (I mean inexperienced in device driver 
development) can do this in 6 to 12 months full-time. Experienced - in 
2-4 months depending on the task. The cost also varies from 15K to 50K 
depending on the task. And this is the cost given by non-US companies 
(which are relatively cheap). SysInternals' services cost would be 3 to 
5 times higher.

We wanted to create a driver for our Solid File System product, so I 
carefully analyzed all options. Time estimation was taken from several 
sources including Microsoft specialists in device driver development.

IFS kit costs $1000. The rest is cost of labor, some software licenses etc.

Kind of. What I meant is that if we order such development now, we will 
pay 20K and get the result in 3-4 months. If we developed it ourselves, 
it would probably cost about $7-8K, but it would take 6-8 months.
