Mouseover over line ?

I have certain problem ... i want to implement some common drawing
procedures in my application. I'm not sure what is the best component to
draw on. For now i'm using TPicture, but any suggestions on that subject is
wellcome. Precedures to be implemented are following:
line drawing, object snap (catch end of line and draw from that position),
zoom in, out ...etc.
First thing i would like to know is there any autocad clone component i
could use instead of developing my own.
Every line is an object which has some properties, on mouse over i need to
highlight it and show properties in some way. Which is the best way to deal
with that kind of problem. I thought to loop through line container and to
compare it position with position of selected.

Thanx
