You cannot "insert" new keystrokes in the middle of another keystroke from
inside a hook, only monitor the keystrokes but not modify them.

For what you ask, you may have to write your own low-level keyboard driver
to talk with the keyboard hardware directly, and issue keystrokes back to
the rest of the system.

That error makes no sense, that is ERROR_ALREADY_EXISTS, "Cannot create a
file when that file already exists".
