You are not returning the correct value.  You should be returning
BROADCAST_QUERY_DENY instead.  PBT_APMQUERYSUSPENDFAILED is an event type of
WM_POWERBROADCAST, like PBT_APMQUERYSUSPEND is (which I assume is what you
are responding to in the first place).  PBT_APMQUERYSUSPENDFAILED is not a
return value.
