Remember that STARTUPINFO, like all structures passed to the
Windows API, should be zero-initialized before you pass them along.
Often, Windows will get confused if there is junk in there. An
easy way to do the initialization for many API structures is:

STARTUPINFO StartupInfo = {sizeof(STARTUPINFO)};

This does two fold duty:

1] Sets the first member of the structure to be the size of the
structure, which is often the case in API structures

2] Zeroes the rest of it.  C++ (and C) rules state that for every
member that isn't specifically initialized, if any are all the rest
are set to zero.
