Have You tryed something like this ?

TBitmap* Bmp = new TBitmap();
Bmp->Width = Chart->Width;
Bmp->Height = Chart->Height;

BitBlt(
    Bmp->Canvas->Handle,	 
    0,0,Chart->Width,
    Chart->Height,	
    Chart->TeCanvas->Canvas->Handle,
    0,0,SRCCOPY
);

Bmp->SaveToFile(FileName);
delete Bmp;
