X.509 certificates is quite a complex topic, especially with regards to CryptoAPI complexity and bugginess. Third thing to remember is that your application must have enough access rights to change attributes and encrypt/decrypt particular files. As already mentioned, without knowing what GetLastError returns, it is not possible to say anything.
