Schedulers running in the background and other programs running can consume
timers independent of what your program does.  I do not think that by
disabling a timer it is then made available to others.

You might consider running a timer which has as its interval a number which
is the increment or an integral division of the increment for each of the
timers in your app.  Let the other timer routines register their callback
and interval and the one timer can dispatch to them.
