Borland's newsserver had some "technical difficulties recently", the server was offline for awhile, but it has been resolved. However, there is no "newsgroup.borland.com", there never was. Perhaps you are thinking of "newsgroups.borland.com" instead? Also, make sure that when you do connect, that you are going a refresh of the group listings as well as messages for each group, since the message IDs changed during the restoration of the server.
