You have to add the RAS header file:

    #include <ras.h>

Also note that there is a known problem with the RAS header files.  If you
start getting "invalid buffer size" error when calling the Ras functions,
then you will have to do the following workaround when including the RAS
headers:

    #define OLDWINVER WINVER
    #undef WINVER
    #define WINVER 0x400

    #include <ras.h>
    // include any other RAS headers needed

    #undef WINVER
    #define WINVER OLDWINVER
    #undef OLDWINVER
