A DLL is not a program.  An executable is a program and executables uses
DLL's.

If you want to load a DLL in your program only when you need it and unload
it after then explicitly load it with LoadLibrary, get the addresses for
functions it exports with GetProcAddress and unload it when you are done
with FreeLibrary.

You can find out if it is loaded by making a call to GetModuleHandle and
checking the return value.
