Author of articles says "Yes". Really he uses inpout32.dll
for access to port and sourse code of dll also available -
http://www.izdir.com/electronic_work/article1/inpout32_source_and_bins.zip

By the way this code on C++ (not C#) but for WinNT/XP it
is not the same as for Win98/Me.
The inpout32.dll needs to work for XP but really he use this
dll for access to hardware ports of PC that is not the same as
communication ports. If you will have problems with this
library you can use WinIo.dll:

Vladimir.
