AFAIK, Win 2K and WinXP produce this open-save dialog with the same
old GetOpenFilename API.  That is, no intervention by the user is
involved.  You should be aware that some programs (including Microsoft
Word) look like they use this API, but in fact have their own dialogs.
So their behavior would depend on internal changes and improvements.

You didn't ask about it, but this behavior breaks some code for that
adds controls to the dialog, if the user resizes them.  Damon Chandler
