If the underlying process is still running, then you still have resources
open/allocated.  A process will not fully terminate until all handles have
been closed, all threads have been terminated, etc.  A form is just an
object like any other.  When you close a form, that is all you are doing,
that is all you are doing - closing a form.  It just happens that closing
the MainForm signals the message queue to stop processing messages as well
so that WinMain() can return.  But you still need to make sure that you are
managing your resources correctly so that everything is freed properly.
