Well they are indeed hosted by Borland, but they are also available via
standard Usenet. By having this connection you invite many users from the
Usenet world and many may be accustomed to multi or cross posting. There is
no reason to forbid it. In this case there could be some relevance seen in
posting in both groups (though more in the language group albeit.)

I have virtually never seen it to be a real problem to post to any group
that applies.

Further more, as you said, these are general guidelines, some that go back
quite a bit. but they are absolutely not chiseled in stone.
