Because the form's CountLoop() method is being executed in the context of
the thread's ThreadFunc() function, not within the main VCL thread, so the
main VCL thread is free to continue on its way in parallel, processing new
messages normally, such as button clicks.  See my other reply for why your
TThread code does not work that way.
