At the top of that header file is the line:
// Imported functions from MSDETSTF.DLL

Which means you need to either dynamically link to the DLL, or create
a LIB from it (IMPLIB I believe) and add that to your link.

Well, yeah, but it doesn't seem to be a "standard" function. I can't
find reference to it on MSDN.  Where'd you find the docs on it?
