You also don't know how to allocate it.

C is defined as a pointer to pointers of type double but you
incorrectly allocate each eliment.

This allocates bsp count doubles. The line should read:

       C[i] = new double;

To correctly delete C, since you used 2 new statements, you
need 2 delete statements and since one of the new statements
used brackets ( [] ), one of the deletes needs to also use the
brackets:

    for( int x = 0; x <= azei; ++x ) delete C[ x ];
    delete [] C;

Your basic steps should be:

    Allocate C
    Use C
    Delete C when finished using it
