I do not think you listened to me earlier.  Several of the values you are
trying to obtain *are not supported* under Win9x.  I can tell you for a fact
that your code works just fine as-is in general under Win9x.  I just tried
it and most of them worked fine for me.  The only ones that did not work
were CSIDL_PROGRAM_FILES, CSIDL_SYSTEM, and CSIDL_WINDOWS.  But that is ok
because they are not expected to work to begin with, as they are only for
newer OSs.  For those values, you *must* use alternative approaches for
older OSs.

For CSIDL_PROGRAM_FILES, you will have to read the following Registry key
manually:

    HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion
    "ProgramFilesDir"="C:\Program Files"
    "ProgramFilesPath"="C:\Program Files"

For CSIDL_SYSTEM, you will have use GetSystemDirectory() instead.

For, CSIDL_WINDOWS, you will have to use GetWindowsDirectory() instead.

I know that you don't want to use those, but those are the only choice for
systems that *do not support* the newer functionality, plain and simple.
