You need to set system-wide hook on mouse. See SetWindowsHookEx API 
function in MSDN.
BTW you need to remember the coordinates, cause some mouse drivers seem 
to send WM_MOUSEMOVE despite the mouse has not moved (maybe this is 
because of optical mice which are very sensitive or something else, I 
don't know, but this is fact).
