Yes.  I tried a test application that had a single form and it worked but I
can't get it to work if I set the Main Form's Visible property to false.
The application that I'm writing has a feature called "Mini Mode" which
creates another form which is much smaller and I want that form to "Stay On
Top".  Do you know how to do that?

Set Main Form's Visible property to False
Instantiate and Display Mini Mode Form and set it to be always on top
